Southern Dill Potato Salad

"My mother made this potato salad for me as a boy developing up in Spanish Fort, Alabama (at the Gulf of Mexico). I actually have re-created it with a moderate present day tangy twist. Ingredients :

10 unpeeled pink potatoes
five hard boiled eggs, roughly chopped
3/4 cup bitter cream
three/4 cup mayonnaise
1 tablespoon apple cider vinegar, or to flavor
1 tablespoon Dijon mustard, or to flavor
half white onion, finely chopped
1 stalk celery, finely chopped
1 teaspoon celery salt
salt and black pepper to taste
1 tablespoon dried dill weed

Instructions :

Place the potatoes in a huge pot, cover them with water, and produce to a boil over excessive warmth.
